I think motive does matter, if people aren't being told to kill. So I'd even want to take out people who were close to Starphase-san. So Gojou-san and Law-san are unlikely.
That leaves Ashiya-san, Omi-san, and Yi-kun. Of those three, Omi-san's a civilian and I don't think he'd manage somethign that brutal. So that's Ashiya-san and Yi-kun.
So the ultimate question is if Ashiya-san did it and tried to poorly frame Yi-kun, or if Yi-kun's a liar.
I'm not entirely convinced if the purpose was to actually get us to vote for him. I think if they just wanted to get us to waste time arguing about whether or not he was being framed, it would have worked. Especially since we all knew Shi Qingxuan and him were close, so she would argue on his behalf. It would be a similar situation to what happened with Beauregard and Mollymauk.
