It usually depends on what country you're in, because the level of strictness varies by law. But in general, no.

Japan specifically had a pretty strict one. But because of the terrorist attacks, the government became desperate and gave all citizens a gun in order to protect themselves. So now, not only do we have the terrorists, but we also have countless untrained people running around with a deadly weapon.
